Understanding Special Provisions

Special provisions are listed in Column 7 of the 49 CFR 172.101 Hazardous Materials Table. They modify, clarify, or add requirements for specific hazardous materials beyond the basic shipping rules. The codes fall into several categories:

Numeric codes (1-400+) are general provisions that may exempt materials from certain requirements, impose additional conditions, or clarify applicability. These are defined in 49 CFR 172.102(c)(1).

IB codes authorize the use of intermediate bulk containers (IBCs) and specify which types are allowed. T codes specify portable tank instructions (minimum test pressure, shell thickness). TP codes add tank-specific provisions like bottom outlets or pressure relief.

B codes apply to bulk packaging, N codes to non-bulk packaging, and W codes to water transport. These are defined in 49 CFR 172.102(c)(3) through (c)(7).
