Reading an NFPA 704 Diamond, and Why It Is Not a DOT Placard
They are both diamonds, they both mean danger, and they do completely different jobs. Mixing them up is the single most common marking confusion I run into, and it goes both ways: facilities putting a 704 diamond on a drum going out on a truck, and people reading a building's 704 sign as if it described a shipment.
The four quadrants
The diamond sits on point. Each quadrant has a fixed position and a fixed colour, and the position is what tells you which hazard you are reading:
- Blue, left: health hazard
- Red, top: flammability
- Yellow, right: instability or reactivity
- White, bottom: special notices, not a number
Blue, red and yellow are rated 0 through 4. Zero means no hazard beyond ordinary combustible material. Four is the most severe.
The white quadrant carries letters instead. The ones you will actually see are W with a bar through it for water reactive, OX for oxidizer, and SA for simple asphyxiant.
The scale is about the first ten minutes
This is the part people misread. The 704 health rating is not a measure of chronic toxicity. It describes what a short, intense exposure does to a responder during an emergency.
That is why a chemical with a nasty long-term profile can carry a low health number, and why the 704 rating will not line up with a permissible exposure limit. Different questions, different answers. If you want the occupational exposure side, that is the PEL, the REL and the IDLH, not the diamond.
Reading the numbers, roughly:
- Health: 0 no hazard, 1 irritation or minor residual injury, 2 temporary incapacitation, 3 serious temporary or residual injury, 4 short exposure could kill.
- Flammability: 0 will not burn, 1 must be preheated, 2 needs moderate heating, 3 ignites at almost any ambient temperature, 4 vaporizes rapidly and burns readily.
- Instability: 0 stable even in fire, 1 unstable at elevated temperature and pressure, 2 violent chemical change possible, 3 may detonate with a strong initiating source, 4 may detonate at normal temperature and pressure.
Fixed facility, not transport
Here is the distinction that matters.
NFPA 704 is a fixed facility marking. Its job is to tell a fire crew arriving at a building, a tank or a storage room what they are walking into. It goes on doors, walls, tanks and rooms.
DOT placards mark hazardous materials in transport. They live in 49 CFR part 172 subpart F, and they are driven by hazard class and quantity, not by a 0 to 4 rating. A Class 3 flammable liquid placard says Class 3 flammable liquid. It does not say how flammable.
A drum going on a truck needs the DOT marking and labels. A 704 diamond on that drum is not a substitute and does not satisfy anything in the HMR. Conversely, the 704 sign on the outside of your flammable storage room is not telling you anything about what is placarded on the trailer in the yard.

Where 704 does count for waste
One place the two systems touch, and it is a useful one.
40 CFR 262.17(a)(5)(i)(B) requires an indication of the hazards on a hazardous waste container, and it lists four acceptable ways to do it. One of them is a chemical hazard label consistent with NFPA 704. Another is DOT labelling under part 172 subpart E or F. Another is a GHS pictogram or hazard statement. The fourth is simply writing the characteristic, meaning ignitable, corrosive, reactive or toxic.
You only need one. A 704 diamond on a waste drum satisfies the EPA marking rule. It still does not satisfy DOT for the shipment.
Is it even required?
NFPA 704 is a consensus standard, not a federal regulation. It becomes enforceable where a state or local fire code adopts it, which many jurisdictions do through the International Fire Code or a similar model code.
Whether you must post one, what size it has to be, and where it goes on the building are questions for the fire code official with jurisdiction over your site. There is no single federal answer.
Separately, OSHA hazard communication at 29 CFR 1910.1200 requires labels on workplace containers, but that is the GHS system with its own pictograms. Meeting one does not satisfy the other.
Where to get the ratings
Section 16 of the safety data sheet for your specific product is the right source, because ratings apply to that formulation rather than to the pure chemical. A 50 percent solution and the neat material can rate differently.
NOAA CAMEO Chemicals publishes ratings for thousands of substances and is a US Government product in the public domain, which makes it a reasonable second source when you do not have the SDS in front of you.
What you should not do is compute a rating from a flashpoint. The classification criteria belong to the standard, and a number worked out from a property is a guess wearing the authority of a placard. Someone will eventually make an entry decision on it.

The short version
Blue left is health, red top is flammability, yellow right is instability, white bottom is a special notice. The scale describes short intense exposure to a responder, not chronic risk, so do not read it as a toxicity ranking. It is a building marking, not a transport marking, and it satisfies the EPA waste container rule without doing anything for DOT. Take the numbers off the SDS rather than working them out.
